1. Instruction to Proposers and Proposal Conditions
1.1 About ecoDevshilt
Eco Devshilt ED is a Mongolian non-profit NGO and is in transition from the the international NGO EcoLeap EL. EL has been implementing projects in Lake Hovsgol National Park in Northern Mongolia for more than 20 years. ED is since 2020 officially operational and independent. With the start of the project presented here, the operational business was transferred from EL to ED. EL.
ED’s main objectives are environmental protection and protection of cultural heritage and related charitable activities. ED was founded in 2018 as a Mongolian organization of EL. With the spin-off as a Mongolian organization, the activities and projects should be permanently anchored in Mongolia and as a Mongolian initiative. This is to increase and stabilize the effectiveness of the projects also with the support of international funding.

2. The Requirements
Ecodevshilt NGO, with the support of Global Nature Fund is seeking for qualified persons and organizations for the implementation of project 4996 (“Conservation of ecosystem services through waste management in Hovsgol National Park in Northern Mongolia”) in Mongolia, a generally little-known Asian country.
These persons and organizations will support the following activities in Ulaan Baatar (UB), Hatgal town and the Khovsgol Lake National Park of Mongolia (KLNP) in the following aspects:
a) ecoDevshilt capacity and capability building, including:
- Human Resources development and build-up
- Corporate Identity and Administration set-up
- IT and contact database integrated setup over 2 locations
- Project Management training and coaching
b) Supporting and facilitating the Hatgal operation set-up
c) Developing a financially sustainable model of waste management and supporting its implementation
d) Developing an as yet non-existent composting solution for food wastes generated in particular by tour camps in the KLNP.
The Contractors will be required to work according to the detailed Terms of Reference contained in the following sections. The Contractors must uphold high standards of professionalism in its work and interactions with ecoDevshilt internal and external stakeholders.
3. Proposal
We welcome applications (5 -10 pages maximum, using single-spaced and 11 -point font) from qualified duly registered international, if possible Asian-based and non-profit organizations that should contain:
- A Concept Note comprising a detailed background, objectives and approach, to implementation of the activities at the selected locations. The concept should specify the breakdown budget and timelines for delivery (max 5 pages);
- A matrix summarizing experience of the organization in implementing similar projects including donors/partners, use of participatory and inclusive methodologies, knowledge of using gender differentiated and community culturally adapted approach, amount of award, implementation period (max 5 pages);
- A copy of the Certificate of Registration/ Incorporation and copy of constitution and/or by-laws of the organization;
- The CVs of the professional team to implement the project;
- Organizational structure and proof of non-profit nature of the organization, if applicable.
If an organization finds it important to elaborate beyond the established length, that is acceptable, provided the total response is within the 10-page limit.
